This report presents CEEP’s comments and suggestions on Jaipur Vidyut Vitran Nigam Limited’s petition for approval of its Aggregate Revenue Requirement (ARR), Tariff, and Investment Plan for FY 2025–26. Filed before the Rajasthan Electricity Regulatory Commission, the petition seeks approval under the RERC Tariff Regulations, 2025. The submission is made in the interest of protecting consumer rights and ensuring transparent, accountable power sector governance in Rajasthan.
This report seeks to inform the Just Energy Transition discourse by centering the experiences of those impacted. Through a case study of the Kota Super Thermal Power Station in Rajasthan, it explores the intersections between a thermal power plant and the local economy. It further proposes a multi-dimensional approach to understanding workers & capacity to navigate energy transition and underscores the imperative of immediate interventions to build resilience for the future.
