In October 2025, the Rajasthan Electricity Regulatory Commission (RERC) issued orders on tariff and true-up petitions of all three electricity distribution companies in the state. Through these orders, comprehensive directions have been issued to the Discoms to ensure regulatory compliance, institutional accountability and long-term fiscal and operational stability. The orders also bring into effect tariffs for the financial year 2025-26 and introduce a new regulatory surcharge. Additionally, they identify several deficiencies in Discoms’ operations, some requiring particular attention. Notable issues include the reduction of distribution losses, replacement of defective meters, prevention of electricity-related accidents, promotion of solar energy, revenue generation from Discom assets, development of consumer-compensation mechanisms, and improvement of consumer awareness.
Against this backdrop, and in continuation of the May 2025 session on Discom tariff petitions, the Centre for Energy, Environment and People (CEEP) is convening a virtual dialogue to assess the implications of these orders and deliberate on collective action on key issues and the role of civil society, experts and consumer representatives in advancing such action.
