This webinar marked the launch of CEEP’s reflection paper ‘Is Privatisation a Panacea for India’s Electricity Distribution Sector?’ The session discussed the CSIS report advocating privatisation, with CEEP offering a critical analysis highlighting its potential risks and critiquing their one-size-fits-all approach. The webinar concluded that resolving India’s electricity distribution issues requires more than a simple ownership choice, emphasising the need for structural reforms, better governance, and regulatory accountability to improve efficiency and access.

 

About the Event

Despite several efforts of the Central and State Governments the electricity distribution sector in India continues to be encumbered by operational and financial inefficiencies due to high technical and commercial losses that continue to impede its financial sustainability. Given the dominance of public sector in electricity distribution sector, advocates of new public management often locate ownership as the root cause of the continued sectoral woes. They highlight that public ownership is marred by issues of accountability, political interference, and the absence of incentives to improve the quality of services and efficiency. On the other hand, private sector has incentives to improve the efficiency and quality of services, thus it brings innovation, efficiency, and investments needed to save the sector. 

CEEP hosted a panel discussion to explore the effectiveness of both public and private ownership models in enhancing service delivery and financial sustainability within India’s power distribution sector. The event aims to have a transparent discussion on the strengths and weaknesses of public and private Discoms by bringing together specialists with diverse perspectives.

Abishek Ranjan
Abishek Ranjan

Abhishek is a partner with Business Consulting practice at EY Parthenon’s Energy Transition and Decarbonisation CoE. He is the lead Partner for Renewable Electricity & Utilities. Abhishek comes with 24+ years of experience and contribution to the Electricity sectors specifically renewable electricity and transmission and distribution. He possesses deep expertise of RE sector (including energy storage), Indian grid code and power market, RE portfolio optimisation, RE scheduling and operation. Abhishek has a BE (Electrical Engg) from NIT Bhopal, PGDM from XLRI Jamshedpur and Executive management (COBE) from UC Berkeley Haas, California. He is also an avid speaker and a published author on various topics related to energy transition and utilities.

Ashwini Chitnis
Ashwini Chitnis

Ashwini Chitnis is a researcher who has been deeply involved in energy-related policy and regulatory issues since 2008. Her work has covered many areas, including rural and household electrification, capacity addition planning, power purchase agreement (PPA) analysis, tariff and performance of regulated utilities, and broader issues concerning regulatory governance. She has made significant interventions in the electricity regulatory processes at the state and national levels. She collaborates with civil society actors and other stakeholders to better engage with the policy and regulatory processes. In recent years, her focus has been on the urgent and vital issue of just energy transition.

MG Suresh Kumar
MG Suresh Kumar

Mr. MG Suresh Kumar is a seasoned professional with 25 years of experience at Kerala State Electricity Board (KSEB) and 5+ years of teaching in electrical engineering. He played a pivotal role in Kerala's total electrification, achieving state-wide success by 2017. As a key advisor, he helped shape Kerala's 2018 Electricity Policy and spearheaded initiatives like the Urja Kerala Mission, promoting solar energy, modernising the power grid, and ensuring electrical safety.

Raj Pratap Singh
Raj Pratap Singh

Raj Pratap Singh, a retired civil servant of the 1983 batch, holds a post-graduate degree in electrical engineering from IIT Delhi and has had a diverse and distinguished 40-year career with an unwavering commitment to public service and impactful governance. He made significant contributions at both state and central government levels, serving in the Prime Minister’s Office as Joint Secretary and Private Secretary to the Prime Minister of India, as well as at the multilateral development institution (World Bank) as Sr. Advisor. After his superannuation from Civil Services in June 2018, he served as the Chairman of the UP Electricity Regulatory Commission until June 2023. He has represented India in numerous bilateral and multilateral international forums, including Bank-Fund Development Council Meetings, IDA Multilateral Debt Relief Initiative, etc., and has widely travelled.

Shantanu Dixit
Shantanu Dixit

Shantanu is one of the founding members of Prayas (Energy Group). He was also the Coordinator of the Group from 2012 to 2021. Since 1992, as part of Prayas (Energy Group), he has worked on a range of power sector-related issues from techno-economic, legal, and broader public interest perspective. These research issues include power purchase agreements, renewable energy, agricultural electricity consumption, electricity tariff, subsidy, financial viability of the sector, electricity markets, restructuring, and regulation. He contributes to the development of the Indian energy sector and the protection of consumer interests through research and extensive policy, regulatory engagement in many states and at the National level. He has been part of many official committees formed by governments and regulatory commissions. He has authored several research reports, articles, regulatory & policy submissions, and opinion pieces.
