About the Event

Power sector stands at cross-roads struggling with legacy issues while there is thrust on financial sustainability and competition. On another hand, it is witnessing growth of renewables while still carrying the burden of ageing thermal assets. Centre for Energy, Environment and People (formerly known as Bask Research Foundation), ESYA Centre and Indicc Associates collaboratively organised a roundtable discussing legacy issues and moderating energy transition for the Electricity (Amendment) Bill 2020. 

Electricity Act provides the directive principles for the regulators and power sector. The roundtable took cognizance of learnings, realities, and goals we wish to seek in future. It aimed to facilitate a vibrant discussion and facilitate common grounds for better informed advocacy. 

The event delved in to the intricacies of the new regulatory regime and emerging paradigms shaping electricity distribution, all while understanding consumer rights and navigating the dynamic landscape of energy transition. The discussions explored innovative approaches, and perspectives from industry experts and thought leaders. Concluding with final remarks, this forum was for anyone invested in the future of energy distribution and consumption.

Simran Grover
Simran Grover

Simran Grover is the founder and CEO of the Centre for Energy, Environment, and People (CEEP), an initiative for energy equity and climate justice. The initiative is amongst the very few sub-national focused organisations in the country - enabling inclusion of diverse and marginal voices and meaningful action. He has substantive experience in the domains of renewable energy, power sector, applied research, and entrepreneurship. Currently, he leads critical work in just energy transition and power sector reforms, with emphasis on coalition building and collective action. He consistently writes on governance issues in the domain of electricity sector, energy transition, environment, and labour rights.

Abhishek Kumar
Abhishek Kumar

Abhishek Kumar is the founding partner of Indicc Associates and a strong advocate for citizen and consumer interests in policymaking. With experience across policy, media, and development, he has held key roles at CUTS International, Ernst & Young, and CNN-IBN. He has led initiatives on livelihoods, mobility, energy, and federalism, authored op-eds, edited books, and produced documentaries on development issues in India.

Disha Agarwal
Disha Agarwal

Disha Agarwal is the Senior Program Lead at The Council (CEEW), focusing on power sector legislation, renewable energy policy evaluation, bioenergy applications, and post-COVID economic recovery strategies. With over eight years of experience, she has worked on advancing India’s renewable energy transition through policy support, stakeholder engagement, grant-making, and strategic collaborations.

Previously, she served as Associate Director at Shakti Sustainable Energy Foundation, leading national and state-level climate and air quality initiatives. Disha has contributed to key government efforts, including SARAL, wind potential re-assessment (MNRE), India’s Renewable Electricity Roadmap 2030, and the draft National Renewable Energy Bill.

She holds an M.Tech in Renewable Energy Engineering and Management from TERI University and a B.E. in Computer Science from Apeejay College of Engineering, Gurgaon.

Rahul Tongia
Rahul Tongia

Rahul Tongia is a Senior Fellow at the Centre for Social and Economic Progress (CSEP), where he co-leads the Energy, Natural Resources, and Sustainability group. His work spans energy policy, electricity reform, renewable energy, smart grids, and climate equity. With a focus on sustainable development, he has contributed significantly to issues of access, pricing, and the energy transition. His acclaimed book Future of Coal in India was recognised as a top energy policy read by Book Authority.

A pioneer in India’s Smart Grid space, he served as Technical Advisor to the Government of India’s Smart Grid Task Force and is the Founding Advisor of the India Smart Grid Forum. He is also a non-resident Senior Fellow at the Brookings Institution and Adjunct Professor at Carnegie Mellon University. Rahul is a Fellow of the Indian National Academy of Engineering and has held advisory roles with global institutions such as the UN ICT Task Force and the World Economic Forum.

Vishnu Mohan Rao
Vishnu Mohan Rao

Vishnu Mohan Rao is a Coordinator at Citizen consumer and civic Action Group (CAG), where he leads research and advocacy efforts in sectors such as electricity and renewable energy, water supply and services, integrated water resources management (IWRM), and urban development. His work is rooted in principles of gender equity, climate resilience, and inclusive public participation, aiming to influence policy and improve service delivery through citizen engagement. With deep expertise in regulatory law and economics, environmental impact assessment (EIA), and competition law, Vishnu combines analytical rigor with hands-on experience in project cycle management, capacity building, and stakeholder consultation. He is also engaged in academic efforts through lecturing, curriculum development, and case study preparation, drawing on frameworks such as new institutional economics (NIE), transaction cost economics (TCE), and public management to inform his interdisciplinary approach.

VP Raja
VP Raja

V. P. Raja is a retired Indian Administrative Service (IAS) officer and former Chairperson of the Maharashtra Electricity Regulatory Commission (MERC). With decades of experience in public administration and regulatory governance, he has played a key role in shaping electricity policy and reforms in India. He was recently recognized with the P.J. Chinmulgund Distinguished Government Administrator Award for his outstanding contributions to public service. Currently, Mr. Raja serves as a faculty member for the IRPRI Intensive Course on Regulatory & Policy Framework in the Power Sector and continues to teach at the Jamnalal Bajaj Institute of Management Studies (JBIMS) as a visiting professor. His academic and policy work spans areas such as smart grids, environmental governance, market reforms, and government regulation. In 2023, he actively contributed his views to the Central Electricity Regulatory Commission (CERC) on a key staff paper on market coupling, reflecting his continued engagement with the evolving power sector landscape.
